I think you are trying to use the paper and all as an all in one, place in the barrel and ram home and shoot? That's not how it's used, or at least how I have seen it. The paper is just to hold your powder charge, and bullet, together, for convenience, not function. It allowed a predetermined powder charge to be placed in the firearm and a bullet seated quicker than measuring out a load, grabbing a projectile, etc. Bite the end off, pour the powder in the barrel, tear excess paper from bullet, ram home, cap and shoot. If you want to do it from a historical standpoint, it's fine. But from a modern muzzleloading perspective it's just as easy to buy the speedloaders that hold your powder charge and projectile together, while being pretty much waterproof.
