For Topo maps I use Gaia GPS.

For road maps Google Maps.

I have been using OnX and like it, but you have to pay for it. I was fortunate enough to get a free year subscription last year, but it expires in Feb. I also have Huntstand because we use it for our hunting club, and so far it seems like I can do everything on it that I could do with OnX, and Huntstand is free (at least the version I have is free).

Something more topo based with land lines, owners, ability to drop pins and possibly navigation. Be nice if it worked offline as well.

Do the phones get GPS positions even when there is "no" service ? Use Avenza and it's pretty accurate even when the signal is not enough for calls and text.
