I bet your Grandad could just about tell you when and how those rust spots came about. I'd leave it as is for the added character on the weapon but keep it cleaned and don't let the rust spread.
I firmly believe that a double gallows should be constructed on the East Lawn of The White House. Politicians who willfully and shamelessly violate their oath to uphold and defend the Constitution of the United States of America should be swiftly tried and, upon conviction, publicly hanged at sunup the day after conviction. If multiple convicts are to be hanged they can choose with whom to share the gallows or names shall be drawn from the hangman's hat to be hanged 2 at a time.

I would clean and lube. Then store the gun correctly. Nothing else Doing any more than this will destroy both the monetary value and the historic significance. Might as well trade it for a new reproduction and let someone else enjoy this piece of history.
