The best public land in Fl will take several years to have enough points to draw (like 4-8+!) There is a lot of public land in FL, some of which doesn't require a quota permit, but odds in these areas aren't great. North Fl has more and better public land, south Fl isn't worth the trouble IMO. What part of the state were you planning on?
May the sound of hounds never die!

Check out the harvest reports on the FWC website......pitiful. I killed a 167lb 9pt. off the Green Swamp West Special Opp hunt in Pasco co. Went a few times after that but quit going due to all the Idiots. Not trying to discourage, just my experience.

Your best bet is to go to a Florida hunting facebook page and try to do a hunt swap with someone that wants to hunt Alabama.
If you want to always win, never play anyone better than you!

HItek. Contact Jackson Guard @ Eglin AFB. 850-882-4165 Their offices are in Niceville Florida. Tell them you want information on registering your daughter for the "Special Opportunity Youth Lottery Hunt" drawing. Each year they pic 50 or 60 youth hunters for it. It is a 2 day hunt, the second weekend in February which is peak of the rut on the base. The kicker is that for this special hunt only, you will be assigned a guide to take you in and out and get you pointed in the right direction and all the hunts will take place in "Closed Areas". These are large sections of the base where no hunting or recreational activity is allowed and they are completely closed off to the general public all year long. They are only hunted for this 2 day period every other or every third year (they generally rotate the closed areas they use for the hunt). Like shooting fish in a barrel and some really good bucks for NW FL are normally killed by the kids on it. You can kill bucks, does, hogs and the parent is allowed to accompany the child. Open to participants ages 10-15. The permit is $40 but you only have to buy it if you are drawn for the hunt. If she can get drawn, it is as good of an opportunity as you will find anywhere to get her kill in FL. My youngest son got drawn the year that he was 11. He killed an 8 pt the first morning, a hog the first afternoon, a doe and a hog the second morning (we were covered up with deer and hogs every sit).

This is your best bet. I'm not sure about out of state youth though.I know a guy that volunteers every year and they have a very high success rate. You may offer to volunteer to help her get a permit. Auburn is a good guy too and can probably get her a deer.

I used to hunt the chipola river wma in Jackson county. It had some very good deer on it. Most of the property on the west side of the wma was owned by large landowners and some were managed for pay to hunt. The problem was that the better hunting could only be accessed by boat which kept the crowds down. Also there is a wma that is fed by the choctawhatchee river that I heard had some good hunting

Thanks to everyone for the responses. I have a couple ideas for directions forward at this time. Kind of a plan and a back up plan. Thanks again! Does it have to be a buck?
