I put down zoysia sod about 3 weeks ago. I've got a lot of broadleaf weeds coming up in it and I'd like to treat it. Is it too soon? If so, when can I treat it?

I wouldn't spray it yet. Even 2, 4 D will burn grass. Yours needs to get rooted good before winter. Put some K on it, keep it cut short and let it ride.

I have heard that 4 weeks is a standard amount of time until sod has fully rooted. I would assume it best to wait till the roots are fully established before treating it. You may want to try and treat it with some lime as well. Regardless, for sure make sure that the stuff you have is safe for zoysia.
