My guess is that the film crew had to sign something stating that they would not interact or interfere in any way and only film what was happening. I suspect that they also had sign a waiver releasing the law enforcement agency and the municipality from any liability injury that might occur as a result of anything being filmed.

Watching that bulldoodoo I was kinda hoping the cameraman would get shot in the groin. When someones life is potentially on the line, you drop the camera and help. That was nearly as bad as the thugs in Florida taunting/watching that man drown last week.

Thank God there were two cops. If they'd been riding alone, there would be one dead LEO. Yeah, if I'd been the cameraman, I wouldn't give a chit about any agreement, the footage be damned. And, yes, the guy filming could have easily been shot and wounded or killed. Stupid. F*ing thugs.
