You fool with rifles too much to not have the stuff to do it right. Buy the stuff. Not very expensive and you know for certain it is done right.
I will tell you that I dont use any kind of crosshair leveling kit though. I just use a bipod and a plumb bob hung from the ceiling myself.

I think I have lapped less than 5 sets of rings in my whole life...
How much runout do you think you create while lapping your rings with your unsupported elbow by hand?
Just buy better stuff. Never had a problem with my scope in quality rings. No lapping needed.
No government employees were harmed in the making of this mess.

All I use is a Torx wrench and screw driver and I know it's right. Never any trouble and no ring marks, and also use an alignment bar.
If I agreed with you, we'd both be wrong.

I've installed every scope on every weapon that my son and I own and have done so since the 70s. I do have the magnetic leveling bubble tubes now and like them. Cheap and work very well.
I firmly believe that a double gallows should be constructed on the East Lawn of The White House. Politicians who willfully and shamelessly violate their oath to uphold and defend the Constitution of the United States of America should be swiftly tried and, upon conviction, publicly hanged at sunup the day after conviction. If multiple convicts are to be hanged they can choose with whom to share the gallows or names shall be drawn from the hangman's hat to be hanged 2 at a time.

I bought all this stuff at different times. If you shop around you can find a good deal on a combo. I want my reticles leveled to the receiver. Most of the time you take it somewhere they charge you to eyeball it. I enjoy mounting my own scopes. You mount a few new ones or adjust a few old ones and you've paid for it. Plus, you'll always have the tools. Wheeler Wheeler 2 I'll add that I have only lapped one set of rings and it made quite a mess. It's usually not necessary. If I find that I've got some rings out of alignment I'll probably return them next time.

I like Burris Signature series rings with the plastic inserts that protect the scope tube and can be used to make gross corrections in elevation and windage with the proper inserts. Lapping is not needed because you can never 'bind' the tube..... http://www.burrisoptics.com/signature-rings

None of the crosshairs on my hunting rifles are what you would call level, but theyre straight to me. I do all my own. I don't think anybody could do them correctly for you unless you were in the room helping with the adjustment. Everybody shoulders a rifle a little different. I'd go dnz and do it yourself.

Also,a lot of scopes that don't adjust properly are because the tube is torqued by out of alignment rings. Sometimes both problems are caused because of farmer tight rings.Canted reticles won't track true at long range. Lots of problems can be avoided by proper scope mounting,and I've never seen a gun store lackey mount a scope properly.
