Reading Chuck Hawks it's supposed to be 4350 improvement(new is always improved) I'd be surprised if velocity was better than a medium speed powder.

The major improvement of IMR 4451 over IMR 4350 is temperature stability. Burn rate is very close and should be pretty good in a 260.
