I would buy new but don't know where to get good ones around B'ham, but I'm sure there is somewhere that sells them. I can get off internet but shipping chain is kinda expensive.. Maybe they are all made in China nowadays, but need some good ones, etc. Used, new... any suggestions? No government employees were harmed in the making of this mess.

I will say that at work few years ago we had a rash of chain and binders being stolen and they started buying them from harbor freight and have had no problems from them and we haul backhoes, bobcats and all types of equipment with them. Ethical behavior is doing the right thing when no one else is watching - even when doing the wrong thing is legal. Aldo Leopold .. (except when it comes to trailer tags)

Have any of you ever used the Peerless Ratchet Binder (Quickbinder)... looks like you can put a lock through it which might come in handy. Dang ole chain is high I tell ya! Gawd. Chinaman has done gone up on us. I got mine stolen BTW. No government employees were harmed in the making of this mess.

A 5 pack of keyed alike long shank masterlocks from Lowes is cheaper than replacing chains and binders. If getting from harbor freight you can go online and print off a 20% off coupon. They are used but in working condition. These have a hook on one end and a chain and large ring on the other. You put the chain and ring through the rub rail then run the chain binder through it. I think they're 3/8, they could be 5/16.
