Yes. Chuck Sykes got on an ATV and rode with some DCNR staff for 4-5 hours up there one day and was astonished by the number of joy riders. He's trying to put an end to it. God bless him

I hope it works. I really do. But I suspect the ATV folks will raise sand about "being discriminated against" in some fashion and will try to force an all-or-none policy even for hunters.

That, or you could just strap a climber on your 4wheeler and say you're "headed to your stand". How could they prove you wrong? That's the problem with rules like this.

It says hunting. It doesn't specify deer hunting. If I hopped on my ATV with my .22 to go squirrel hunting or raccoon hunting or whatever hunting, tough noogies.

If you use an ATV you will need to be able to produce both a valid hunting license and a WMA permit for starters ...
I suppose a joy rider could buy both the license and a permit and carry a rifle or a bow with them and get away with it.
Then again, I haven't met a dumb game warden yet ... Not saying there aren't any, I just haven't met one

Just noticed this rule in the "it shall be unlawful to" section on the skyline map
Is this new? I didn't feel like digging out an old permit map from the truck.
16. For any unauthorized person to possess and/or operate any unlicensed motor driven vehicle on James D. Martin – Skyline WMA, except when utilized for the expressed purpose of retrieving game animals, traveling to and from a hunting location, or other hunting related activity. Any other recreational use of any unlicensed motor driven vehicle on the James D. Martin – Skyline WMA is prohibited.
Notice it says, "or any other hunting related activity." Everyone will just be scouting.......which is a hunting related activity. Doesn't say anything about having hunting equipment such as a stand or gun.
