To me strictly enforced means they are not going to give you the standard 10mph over before giving you a ticket. Is there some 10 mph law I don't know about? The speed limit is 10 mph over the posted?

It means someone has bitched about getting a ticket in that area to a politician. Nothing more, nothing less.
Lord, please help us get our nation straightened out.

Agree with Ben. Those are silly and just add more clutter and sign noise to the landscape.
Having asked local PD for increased patrols due to stupid speeders near our home, the resulting coupla days setup of the "YOUR SPEED" gizmo is stupid, too. Big deal. All that did was tell me my speedometer is on or off.
If they want to catch speeders or reinforce that people should do the speed limit the pull people over all the time and enforce the speed limits regularly, uniformly and leave no doubt. Having to beg the cops to patrol a neighborhood or road and then see them for a day ... meh, big friggin' deal. Might as well have not done it.

Having been the person at the other end of the requests for services, I can tell you that I'm not aware of a city or town that has enough officers to devote the amount of time requested by members of nearly every neighborhood in a city or town. That is if they are in an area fortunate enough to have a division devoted solely to traffic enforcement. In other places theses requests just have to wait to be fulfilled when there is an officer not catching calls. Bottom line, Very few places have the luxury of having enough officers to meet the demands placed on the agencies so they are forced to prioritize requests for services and people become upset when their requests are not met in the manner in which they should be. Just another aspect of the damned I you do and damned if you don't life of a LEO.
Lord, please help us get our nation straightened out.

I understand that. Unless we paid more taxes that went straight to LEOs then it probably wouldn't work, just like the theoretical pay-more-license-fee-for-GWs hunters often toss around.
The road through our neighborhood is 45 and 55. I've seen vehicles doing 70+. We have almost a dozen 'hood entrances, a school, ton of young drivers and elderly drivers. Amazing, honestly, that we don't have more wrecks.

Sadly, about the only deterrent that is really effective these days are speed bumps and I hate those blessed things with a passion.

We got the email warning today that DES on RSA had been writing warning tickets in a construction zone on Rideout Rd and come Monday morning they will be handing out real tickets, no exceptions. I'm glad I don't go in and out that gate every day
I firmly believe that a double gallows should be constructed on the East Lawn of The White House. Politicians who willfully and shamelessly violate their oath to uphold and defend the Constitution of the United States of America should be swiftly tried and, upon conviction, publicly hanged at sunup the day after conviction. If multiple convicts are to be hanged they can choose with whom to share the gallows or names shall be drawn from the hangman's hat to be hanged 2 at a time.

Ticks me off too. The speed limit is 45mph on the road I live on. 60+ is the norm. I wrote the sheriff a letter asking for more patrol. That was 4 years ago. Since then, we have had 3 young boys, 2 adults, and a deputy sheriff KILLED in several different wrecks. Forty freaking five. No way these people would have been killed going 45. By the time you hit anything, you should be going 25 or dang near stopped.

How about the wasted tax money on the overhead electronic signs that say "click it or ticket" and "please drive safely".
