Look for baiting to be completely legal in Alabama this upcoming season. The person who told me would be one that certainly should know for sure. I did look at him with my skeptical eye during our convo, so take it for what it's worth.

I hate to tell you this but your friend is either misinformed or FOS.
It still must be voted on by the full senate and house. Its possible that it could be on the floor for debate next week. No one knows if it will pass or not. It has not passed the previous 4 times it has been brought up so I am not sure why anyone would think this is a done deal this time. I would say it has a 50/50 chance at best.

It will happen, just like the lottery. Just not so sure it will happen this coming season. Legislation usually takes a couple of years before it takes full effect.

If it gets voted down, there is nothing the DCNR can do. An administrative rule can not change or override the existing state law that prohibits hunting over bait. The DCNR can only define what constitutes baiting, IE less than 100 yards and in direct line of sight of the hunter.
Therefor no one from the DCNR can say for sure whether baiting will be legal next year because in order for that to happen it will have to pass the house and senate. Jsmak is either twisting someones words around or he is just making schit up.

The DCNR was not trying to define what baiting is rather they were trying to help landowners and land managers who are on a year-round supplemental-feeding program feel comfortable about hunting their land and it help enforcement officers feel more comfortable about determining what is supplemental feeding and what is baiting. The intent of the DCNR was not to circumvent the existing state law but rather define at what point you cross the line from legally providing deer with supplemental feed to illegal harvesting deer with the aid of bait.

I just pointed out that the DCNR has no control whether or not that bill passes. No one with the DCNR has any way of knowing with any certainty that the bill will be signed into law. Therefor no one with the DCNR would have told you that baiting will be 100% legal next year.
