I wish it was open year around, that's the only way I'll ever be able to kill a darn rabbit again!

To manage the people.
And, to make the people who don't really think 'ordinary' people have the Right to Hunt anyway happy. They don't want the Wildlife 'bothered' whole they are not hunting.
It has nothing to do with managing wildlife. Yes. In a word, POWER

So, it's OK to shoot a bred whitetail doe but it's not OK to shoot a squirrel or coon or rabbit that's been bred. Makes zero sense at all. Same as having a "trophy" inch limit on catfish to "protect the resource" but allowing some guy to take home 10 giant largemouth bass a day is fine.
Any small game season extension should be in May, like in Tennessee and Kentucky. Two or three weeks, lets hunters with young dogs run and get some work, isn't completely unbearably hot yet, and hunters likely won't shoot too many. After squirrel season, too.
Adding some small game days isn't that difficult. Sheesh.

Clem, that's to much common sense for any government affiliation to understand. I agree 100%
