I would guess that it's a used machine? the 30-day warranty probably states that they will repair it at no cost provided you bring it in to them?

Used warranties are normally repair and not refund. Sounds like the float in the carburetor is sticking. Pull oil dip stick and see if gas is in the bottom end. Not good having gas in the oil because it destroys the lubricating capabilities and cause the engine to seize up. Also sometimes it will fill up and lock the motor up just from the fluid not allowing the piston to move up and down.
