Need a little more info. Would be easy to build. Depending on how precise you need it to be and a couple other things. That is something that could be under $5 or over $300. I'll do a little looking. Here ya gowould 5 seconds work instead of 4?

Look at a reef keeping supply store. BRS (bulk reef supply) is a good one and has good customer service to answer questions. These are saltwater aquarium supply places that have timers that control lights will simulate lightning from a thunderstorm. Probably more than what you want to pay and they will do more than what you want but the point is, such devices do exist.
Lord, please help us get our nation straightened out.

Wouldn't really matter what kind of lights. Just make the controller run a relay. Somewhere I have a a schematic for a timer I built with a 555 timer. IC was like 75 cents and I just scrounged the rest. Built it on a bread board. I am really curious what otb has up his sleeve.

Turn signal blinker with a resister upstream. It will take longer for the bi-metallic strip to heat and open the circuit.
I used turn signals to make my feeding duck decoys. Maybe this would work. Did you make them from regular floating decoys?
