You could simply have a worn out drive belt. The tires look like standard GC tires. Buy a good used set at the local GC sales place. They throw them away everyday but will try and get $30 a piece for them if you ask about'em. You can buy them new for not much more than that.
I would definitely look at getting it fixed.
