What’s the most effective way to kill it? Cut a bunch down last year and keep getting root sprouts and sprouts off stump

Cut the sprouts off fresh and treat soon after with triclopyr. Probably not be a one year deal.
If you do the things you need to do when you need to do them then someday you can do the things you want to do when you want to do them.

Drill a hole in the stump about 1/4" in width/6" deep and fill it with some Eraser poison.

Treated some with garlon last year and had it sprouting out again this year. I figured garlon was the best but was hoping someone had something that worked in 1 treatment

Anything with Triclopyr as the active ingredient will take care of the with the cut stump method. Tordon is supposedly some bad $#/+ on trees.
