Hydraulic lock as in water on top of the piston. Take the spark plug out and see if it'll spit water out when you spin it. If so you need to immediately drain the oil an go from there.

There is 2 different high fence. 1 small and one big! Mine was free range in the big pen and was not a breeder buck. Why does it have to be twisted around??

Also make sure no water in fuel system. Drain the bowl on carburetor. We had one under water a couple of weeks ago and drained everything. We also winched it up in the air so we could tilt it while draining oil. Unscrewed the screw on the bowl to drain water out and it cranked like a champ. Can't beat an old honda.

I sunk mine in a creek once. I couldn’t see how steep the bank was, due to being covered with water, and it wouldn’t pull out. It sat under water for about 45 minutes while I walked out and found a guy at a construction site running a skid steer. He pulled me out. Naturally, it wouldn’t crank. I changed all the fluids, including gas, pulled the spark plugs and turned it over a few times until the water quit spitting out the top. Squirted a little wd40 in each piston and let it sit a while. Turned it over again, again without the plugs. Put new plugs in it and it fired right up.
