If you can get one for a good deal, then go for it. 165 grain Accubounds shot very well in my Dad's M700 30-06.

30-06 is a good caliber.

My understanding is that all blems that are released for sale are offerred to employees and include items that have light scratching or other minor cosmetic issues. Those with significant cosmetic issues or issues that deter from the operational status of the item are not offered up for sale

I shoot an 700 BDL in 30-06 that's as old as I am and love it. Not sure what the difference is between BDL and AWR.
