Tracking question

Buddy shot at one yesterday morning around 9:15. Less than 20 yards. Found the arrow behind where the deer was standing stuck under some pine straw only fletching showing. Graphite arrow shooting rage expandable head. He brought the arrow to me in two pieces. He said it was not broken completely into but had shattered partially about 1/2 way from broadhead to nock. Found short really short brown hair, tips were black on the broadhead, but no blood on the broadhead, shaft, or vanes. Deer reaction immediately after the shot was it jumped and kicked both back legs. Lost sight of the deer fairly quick, but said it looked like the deer just dropped. He came and got me at 10:30 after he looked and couldn’t find signs of blood. Rain was off and on yesterday morning shot was taken right after rain left out, but rain came back in around 10. He came down about 15-20 min after the shot found the arrow, looked til 10 before getting me. We looked til after 1 but with rain, and all the other deer sign in the area it was hard finding anything that was definitely the deer he shot at. No blood was ever found before or after rain. The deers reaction concerns me making me believe he got a good hit on it, but the short brown hair REALLY SHORT 1/8-1/4 inch got me scratching my head. Never jumped any deer out of the area. We walked parallels, did a fairly large radius. No beds were found no deer jumped. Just wondering if there was anything we could have done differently or anything we didn’t do that you guys would have.
